KALINGA
The Philippines' landlocked province of Kalinga, also known as the Province of Kalinga (Ilocano: Probinsia ti Kalinga; Tagalog: Lalawigan ng Kalinga), is located in Luzon's Cordillera Administrative Region. Tabuk, its capital and largest city, shares boundaries with Apayao to the north, Isabela to the east, Cagayan to the northeast, Abra to the west, and Mountain Province to the south. The division of the previous province of Kalinga-Apayao in 1995, which was seen to better serve the interests of the diverse indigenous peoples in the region, produced Kalinga and Apayao.
Before eventually escaping to Palanan, President Emilio Aguinaldo declared Lubuagan town the seat of government for 73 days, from March 6, 1900, to May 18, 1900.
